Subject: [PATCH] Fix CI: ruby/setup-ruby doesn't recognize "file" as a version
 keyword

Omitting ruby-version entirely triggers its actual auto-detection from
.ruby-version — "file" was a mistaken guess and failed with "Unknown
engine file".
